When a user hits a bounced email at this time (12/2025) only an administrator can clear the bounce messages from the contact.

To resolve:
Ask the user to verify the email address with the intended recipient.
Go to the contact
Use the Salesforce Inspector to get to all fields
Then clear the values in these fields: Email Bounced Date & Email Bounced Reason
ALTERNATIVELY
You can also use Demand Tools to update the contact record. As of today (12/2025) there is NOT an existing scenario but feel free to create one.
